Chief Max GeronMax Geron is currently serving as the Chief of Police of the City of Rockwall, Texas. Prior to his appointment as Chief of Police, Chief Geron spent over 27 years with the Dallas Police Department rising to the rank of Major.

Chief Geron is a graduate of the United States Naval Postgraduate School’s Center for Homeland Defense and Security, with a Master’s in Homeland Security Studies. His thesis, entitled “21st Century Strategies for Policing Protest: What major cities’ responses to the Occupy Movement tell us about the future of police response to public protest”, was nominated for “Best Thesis” and he received the Curtis H. “Butch” Straub award for excellence in academics and leadership. Chief Geron received his undergraduate degree from Midwestern State University in Wichita Falls, Texas where he graduated Summa Cum Laude. Chief Geron graduated from the FBI National Academy Session #269.

Outside of work, most of Chief Geron’s time is spent with his children. For relaxation Chief Geron enjoys cycling and participates in multiple charitable rides raising money for the families of fallen officers including the annual Police Unity Tour.

Assistant Chief Ed FowlerAssistant Chief Fowler began his law enforcement career with the Rockwall Police Department in 1990 as a Patrol Officer and Field Training Officer (FTO) and in 1997 became a motorcycle officer and accident reconstructionist. In 2002 he promoted to the rank of Sergeant and was a supervisor in Patrol, Community Services, the Criminal Investigation Division and SWAT Team as a Team Leader. In 2010 he promoted to the rank of Lieutenant and served as a division commander in Patrol, Administrative Services, the Criminal Investigation Division and SWAT Team as the Team Commander. In 2017 he was promoted to the rank of Captain where he oversaw the operations and activities of the Support Services Division. In 2020 he was promoted to the rank of Assistant Chief.

Assistant Chief Fowler earned a Bachelor’s of Business Administration in Operations Management from East Texas State University and a Masters of Business Administration in Management from Texas A&M-Commerce. Assistant Chief Fowler holds a Master Peace Officer’s Certification and is a graduate of the 269th Session of the Federal Bureau of Investigation’s National Academy (FBINA), the Police Executive Research Forum Senior Management Institute for Police Session #81, The Law Enforcement Management Institute of Texas (LEMIT) Command College and The Institute for Law Enforcement Administration (ILEA) School of Police Supervision.

Captain David ValliantCaptain Valliant began his law enforcement career with the Rockwall Police Department in 1995. While a Patrol Officer he held the role of Officer In Charge (OIC), Field Training Officer (FTO), Accident Investigator (AI). He worked in patrol until 2002 when he was assigned to the Community Services Division as a School Resource Officer (SRO).

In 2004, he was promoted to the rank of Sergeant and has supervised in Patrol, Criminal Investigations Division and Narcotics. In 2012 he promoted to the rank of Lieutenant where he commanded the Patrol, Administrative Services and Criminal Investigations Divisions. In 2020 he was promoted to the rank of Captain.

Captain Valliant earned a Bachelor’s of Science in Political Science from Texas A&M University, Commerce, he holds a Master Peace Officer Certification and is a graduate of the Police Executive Research Forum Senior Management Institute for Police, the Institute for Law Enforcement Administration (ILEA) School of Police Supervision and Command College

Lieutenant Joseph FloranceLieutenant Joseph Florance began his law enforcement career with the Rockwall Police Department in April 2003. He started with the Patrol Division and transferred to the Traffic Unit in 2007. As an officer he held secondary positions in the Field Training Program, SWAT Team and the Crisis Negotiation Team. He promoted to the rank of sergeant in November, 2012 and supervised the Patrol Division before transferring to the Traffic Unit.

As a sergeant he held a secondary position as the Field Training Coordinator. Lieutenant Florance currently oversees the operations and activities of the Administrative Services Division and he serves as the Commander of the SWAT Team.

Lieutenant Florance earned a Bachelor’s Degree in Criminal Justice from Tarleton State University and holds a Master Peace Officer’s license. He is also a graduate of the Institute for Law Enforcement Administration Command College (ILEA) and the Police Executive Research Forum Senior Management Institute for Police.

Lieutenant Bryan GarrettLieutenant Garrett began his law enforcement career with the Rockwall Police Department in 1995. During his tenure with the department, he has served as a Patrol Officer, Field Training Officer, Accident Investigator and School Resource Officer.

In 2001, he was promoted to the rank of Sergeant and supervised Patrol and the Field Training Program. In 2007, he was promoted to the rank of Lieutenant and has served as division commander in Patrol, Administrative Services and Criminal Investigation Division. He has also served as project manager for the TPCA recognition program.

Lieutenant Garrett currently oversees the operations in Patrol and Community Services Division. Lieutenant Garrett earned a Bachelor’s of Science Degree in Criminal Justice from East Texas State University. Lieutenant Garrett holds a Master Peace Officer Certification and a graduate of the Institute for Law Enforcement Administration Command College (ILEA) and School of Police Supervision and a recipient of the FBI LEEDA (Law Enforcement Executive Development Association) Trilogy Award.

Lieutenant Aaron McGrewLieutenant Aaron McGrew began his law enforcement career with the Rockwall Police Department in January of 2002 after graduating from Texas A&M University at Commerce with a degree in Business Administration.

During three years in the patrol division, he became a Field Trainer and was bestowed the award of Officer of the Year in 2004. In 2005, he transferred to the Criminal Investigation Division as a Financial Crimes Detective. In 2007, he promoted to the rank of Sergeant and served in that capacity for almost twelve years serving in the Patrol Division, Traffic Division, and Criminal Investigation Division. In May of 2020, he was promoted to the rank of Lieutenant and is currently assigned to the Patrol Division.

Lieutenant Jeff LutesLieutenant Jeff Lutes began his law enforcement career with the Rockwall Police Department in June 2010. He started with the Patrol Division and transferred to the Deployment Unit in 2016. As an officer he held secondary positions in the Field Training Program and SWAT Team. He promoted to the rank of Sergeant in January of 2018 and supervised the Patrol Division before transferring to the Narcotics Unit.

As a sergeant he continued to serve on the SWAT Team and held a secondary position over the Small Unmanned Aerial Systems Unit. Lieutenant Lutes currently overseas the Patrol Division and serves as the Assistant Commander of the SWAT Team.

Lieutenant Lutes earned a Bachelor’s Degree in Religion from Oklahoma Baptist University and holds a Master Peace Officer’s License. He is also a graduate of the Institute for Law Enforcement Administration School of Police Supervision.
