Captain Ed Fowler
Captain Fowler began his law enforcement career with the Rockwall Police Department in 1990 as a patrol officer and Field Training Officer (FTO) and in 1997 became a motorcycle officer and accident reconstructionist. In 2002 he promoted to the rank of Sergeant and was a supervisor in Patrol, Community Services, the Criminal Investigation Division and SWAT Team as a Team Leader. In 2010 he promoted to the rank of Lieutenant and served as a division commander in Patrol, Administrative Services, the Criminal Investigation Division and SWAT Team as the Team Commander. In 2017 he was promoted to the rank of Captain and currently oversees the operations and activities of the Support Services Division. Captain Fowler earned a Bachelors of Business Administration in Operations Management from East Texas State University and a Masters of Business Administration in Management from Texas A&M-Commerce. Captain Fowler holds a Master Peace Officer’s Certification and is a graduate of the 269th Session of the Federal Bureau of Investigation’s National Academy (FBINA), The Law Enforcement Management Institute of Texas (LEMIT) and the Institute for Law Enforcement Administration Command College (ILEA) and School of Police Supervision. Joe FloranceLieutenant Joseph Florance
Lieutenant Joseph Florance began his law enforcement career with the Rockwall Police Department in April 2003. He started with the Patrol Division and transferred to the Traffic Unit in 2007. As an officer he held secondary positions in the Field Training Program, SWAT Team and the Crisis Negotiation Team. He promoted to the rank of sergeant in November, 2012 and supervised the Patrol Division and Traffic Unit. As a sergeant he held a secondary position as the Field Training Coordinator. Lieutenant Florance currently oversees the operations and activities of the Criminal Investigations Division and he also serves as the Commander of the department's 15 member SWAT Team. He holds a Master Peace Officer’s license and is a graduate of the Institute for Law Enforcement Administration Command College (ILEA) and School of Police Supervision. Lieutenant Bryan Garrett
Lieutenant Garrett began his law enforcement career with the Rockwall Police Department in 1995. During his tenure with the Rockwall Police Department, he has served as a Patrol Officer, Field Training Officer, School Resource Officer, and a Patrol Sergeant. Lieutenant Garrett is a graduate of Rockwall High School, East Texas State University, and holds a Master Peace Officer License. Lieutenant Garrett is also a graduate of the Institute for Law Enforcement Administration Command College (ILEA) and School of Police Supervision. Lieutenant David Valliant

Lieutenant Valliant began his law enforcement career with the Rockwall Police Department in 1995.  While a Patrol Officer he held the role of Field Training Officer (FTO), Accident Investigator (AI).  He worked in patrol until 2002 when he was assigned to the Community Services Division as a School Resource Officer (SRO).  In 2004, he promoted to the rank of Sergeant and has supervised in Patrol, Criminal Investigations Division and Narcotics.  In 2012 he promoted to the rank of Lieutenant and currently oversees the operations and activities of the Administrative Services Division.  Lieutenant Valliant earned a Bachelors of Science in Political Science from Texas A&M University, Commerce, he holds a Master Peace Officer Certification and is a graduate of the Institute for Law Enforcement Administration Command College(ILEA)and School of Police Supervision and the Police Executive Research Forum Senior Management Institute for Police. Lieutenant Andy Villarreal

Lieutenant Andy Villarreal began his law enforcement career with the Rockwall Police Department in 1997 as a Dispatcher in the Communications Department. In 2000 he began serving as a police officer and was assigned to the Patrol Division. As a police officer he held the position of Field Training Officer before being promoted to the rank of Sergeant in December of 2004. During his time as a sergeant in the Patrol Division, Lieutenant Villarreal served as a supervisor over the K-9 Unit and was a Field Training Officer Coordinator for the Field Training program. While serving in the Administrative Services Division as the Community Services sergeant, he received his Crime Prevention certification, Home Safety Inspection Certification, and Safety Seat Installation Technician certification. Lieutenant Villarreal currently oversees the operations and activities of the Patrol Division. He has a Master Peace Officer’s certificate and is a graduate of the School of Police Supervision at the Institute of Law Enforcement Administration (ILEA).
